Captain Francis Munroe Ramsay, a naval officer who later headed the Bureau of Navigation, sits for this portrait taken around February 1892, when he held that office in Washington. The record spells his name "Ramsey" in the title, with the correct spelling noted in brackets, a small reminder of how often names were transcribed loosely in government and studio records of the period. The Bureau of Navigation oversaw personnel and training for the Navy, so the portrait captures a man at the center of the service's day-to-day administration. The glass negative is one of the Detroit Publishing Company's large-format plates, made to record officials and civic figures in clear detail.
