The title places these balloons at an inspection in 1919, the year after the First World War ended, when lighter-than-air craft were still part of military work. Observation balloons, tethered to the ground and sent up to watch enemy lines and direct artillery fire, had proved their value on the Western Front, and American units had trained with them at home and in France. Postwar inspections like this one checked equipment and readiness as the service shrank and weighed what role balloons would keep. Worth noticing is how quickly airplanes would take over many of those observation tasks in the years that followed.
