The record places this glass negative in Washington in 1913, and the most likely occasion is the large woman suffrage procession held in the capital on March 3 that year, the day before Woodrow Wilson's inauguration. Thousands of marchers took part, and crowds along Pennsylvania Avenue were often hostile. The George Grantham Bain Collection came from the Bain News Service, a New York photo agency that sold images of current events to newspapers, so this plate was probably made to be printed and published quickly.
