The paper note tucked inside this glass negative links the Wisconsin State Capitol in Madison to the Food Administration, the agency Herbert Hoover led during World War I to promote conservation of wheat, meat and other staples. The capitol, completed in 1917 with its tall dome rising above Capitol Square, offered a fitting public backdrop for state-level wartime campaigns like these. The negative belongs to the National Photo Company, which produced large numbers of views of American cities and landmarks in the 1910s for sale as postcards and prints. The record also notes that streaks and blemishes from the aging of the glass coating may appear, a common condition for negatives of this age.
