The caption card names A.P. Pujo, most likely Arsène Paulin Pujo, the Louisiana congressman who chaired the House committee that investigated the so-called money trust in 1912 and 1913. The committee's hearings put New York banking houses and their interlocking directorships under public scrutiny, and its findings fed into the debate over the Federal Reserve Act. The Bain News Service, a New York photo agency, made and distributed pictures like this one to newspapers, so the image shows how news portraits of Washington figures circulated at the time. The record gives no date, and the title comes from the agency's unverified notes, so the identification deserves confirmation.
