The caption card ties this portrait of Franklin Roosevelt to New London, Connecticut, and to submarines, which sets it apart from the usual images of him. New London was home to the Navy's submarine base, and Roosevelt knew the service well from his years as assistant secretary of the Navy during the First World War. The picture is dated roughly 1930 to 1932, when he was governor of New York and building a national profile. Because the date and setting come from an old, unverified card, the specific occasion remains an open question.
