Few views of the capital from this period show the Washington Monument as it stood in 1871, a bare, unfinished shaft rising above the Mall. Construction had begun with a cornerstone laid in 1848, but it stalled in the 1850s amid financing disputes and political turmoil, and the tower sat partly built for roughly two decades. The wood engraving captures that long pause, when the obelisk was still a sign of the nation's unfinished tribute to its first president.
