The bronze equestrian statue of George Washington at Washington Circle, where Pennsylvania Avenue meets New Hampshire Avenue and 23rd Street, was unveiled in 1860, so this photograph likely captures the monument shortly after its installation. Sculptor Clark Mills modeled the horse rearing on its hind legs, a difficult pose that drew attention from engineers and artists of the day. At the time the circle sat at the western edge of the built-up city, and the statue marked a deliberate tribute to the nation's first president on the route toward the Capitol.
