A glass negative in the Bain News Service files carries the name Rt. Hon J.H. Whitley, though the library notes that the title comes from unverified data on the negative or its caption card. Whitley was a British Liberal politician who served as Speaker of the House of Commons from 1921 to 1928. He is also remembered for the Whitley Councils, joint employer and worker bodies he helped set up for industrial relations after the First World War. The Bain agency was a New York news photo service that supplied pictures to newspapers, so the negative reflects the wire-photo trade of its era.
