Herbert Putnam, who led the Library of Congress from 1899 to 1939, is the sitter in this glass negative, a small format plate made in the studio of the National Photo Company, which documented Washington officials and public life in the early twentieth century. Putnam presided over a period of major growth for the library, including the expansion that eventually filled the Jefferson Building. The record's title comes from data written on the negative by the company itself and has not been independently verified, and the date is inferred from neighboring negatives, so the portrait is best read as a c. 1921 record of the librarian rather than a precisely dated one.
