Dated December 22, 1920, this glass negative shows a Senate committee on immigration at work just after the First World War, when Congress was weighing how many newcomers to admit. Lawmakers soon passed the Emergency Quota Act of 1921 and the stricter Johnson-Reed Act of 1924. The National Photo Company made the picture, and Herbert A. French gave it to the Library of Congress in 1947. Note the streaks and blemishes on the glass, which the record attributes to deterioration of the original coating.
