This portrait shows John Willock Noble, a Missouri lawyer who served as Secretary of the Interior from 1889 to 1893 under President Benjamin Harrison. The department he led oversaw the Bureau of Indian Affairs, so his tenure coincided with federal efforts to reshape reservation land and tribal governance, including the 1889 opening of former Indian Territory lands to settlement. The caption card does not record a date for the photograph, so it is best read as a portrait of a cabinet official from the early 1890s era.
