Hoover, only months into his presidency, appears with the American Legion Drum Corps of the State of New Hampshire on September 27, 1929, a setting that sets this view apart from more formal portraits. The American Legion, founded by World War I veterans in 1919, was a large veterans' organization, and drum corps were a familiar feature of its parades and gatherings. The National Photo Company, a Washington studio that documented public events, made the glass negative, which Herbert A. French gave to the Library of Congress in 1947. The title comes from the studio's notes and has not been independently verified.
