Mrs. Orme Thornberry poses as a "balloon girl" at a garden fete held to raise money for Near East Relief, the American charity that delivered food, shelter and medical care to refugees and famine survivors in the Near East after the First World War. Fetes like this one, with costumed sellers, games and tea, were a common way for Washington society women of the 1920s to combine fundraising with social display. The picture comes from the National Photo Company, a Washington studio whose portraits and event photographs recorded the city's social life during the decade. Its focus on a single costumed figure, rather than the crowd, shows how such events staged personality as well as charity.
