Few pictures on the board show a visiting delegation at the White House, and this glass negative records a Japanese military mission and its charge d'affaires, Isaburo Yoshida, at the executive mansion on August 11, 1924. That summer, relations between Washington and Tokyo were strained, since the Immigration Act of 1924, signed in May, sharply restricted Japanese immigration and was deeply resented in Japan. The National Photo Company, a Washington commercial studio active in the early twentieth century, made the negative, and its glass plate shows the streaking typical of aging emulsions.
