The signing of the Peace Protocol on August 12, 1898, ended hostilities in the Spanish-American War, which had begun that spring over Cuba. Secretary of State John Hay and French Ambassador Jules Cambon, who represented Spanish interests, signed the document in Washington, and the agreement set the terms for negotiations that led to the Treaty of Paris later that year. The photograph was made by Frances Benjamin Johnston, one of the most prominent American photographers of the period, who recorded official Washington life and public occasions.
