A Black educator and longtime aide to Booker T. Washington, Emmett J. Scott is shown here at a boat dock in New York in 1909, the year he served on a commission sent to examine conditions in Liberia. The setting suggests a departure point for the sea voyage that such a mission required. Scott had worked as Washington's secretary at Tuskegee, and his appointment reflected the Taft administration's interest in Liberia at a time of international scrutiny over its government and finances. The picture survives as a glass negative in the George Grantham Bain Collection, whose news photographs document the city's waterfront and public life in the early twentieth century.
