The record gives this portrait the name of General von Watter, a German officer, though the Bain News Service title is unverified and the date is unknown. Von Watter is best remembered for commanding a naval brigade that the German government sent into the Ruhr region in spring 1920, where it helped suppress a workers' uprising that followed the failed Kapp Putsch. The Bain News Service, a Manhattan-based agency, distributed news pictures of such figures to American newspapers in the early twentieth century, so images like this one reflect how European military leaders were presented to the American public during that postwar period.
