Most wartime food posters urged broad thrift, but this one narrows the request to sugar and spells out seven specific habits: no sugar on fruit or in desserts, less on cereals, in coffee and tea, in preserving, and in cake and candy, with other sweeteners used in their place. The United States Food Administration, led by Herbert Hoover, issued such appeals in 1917 and 1918 to free up supplies for Allied countries and for American troops overseas. Sugar was a useful target because it was costly to ship and easy for households to cut back on, and the numbered list made the request feel practical rather than vague.
