The caption on this glass negative identifies the subject only as the "Empress of Germany" on horseback, and the title comes from unverified Bain News Service data, so the sitter is not confirmed. The most likely candidate is Augusta Victoria, consort of Kaiser Wilhelm II from 1888 until the monarchy ended in 1918. Bain's agency supplied news photographs of royalty, society and sport to American newspapers in the early twentieth century, so this plate probably served a press story rather than a formal portrait. Riding was a common pastime for European court women of the period, and the picture offers a glimpse of how such public figures were presented to the press.
