Johnstown's inclined plane rises steeply up the face of Westmont hill above the Conemaugh valley, a grade so severe that it ranks among the steepest of its kind. The line was built in the early 1890s, in the years after the city's 1889 flood, to connect the valley's mills and downtown with the hillside neighborhoods. Its cable-hauled cars carried residents, workers and shoppers up the slope for generations, and the track and cars themselves remain the main thing to notice here, since they show how a railroad could be made to climb ground that a conventional line could never reach.
