Shot in 1913, this view of the old sea wall in Panama City shows the waterfront of a port that was changing quickly. American engineers working under the Isthmian Canal Commission had been reshaping the city and isthmus since 1904, improving sanitation, docks, and streets ahead of the canal's completion. Theodore Roosevelt, who pushed the canal project while in office, visited the works in 1906, the first trip abroad ever made by a sitting U.S. president. He had left office by 1913, so the picture links to his legacy rather than to his presidency directly. The masonry wall and open shoreline are worth noticing as a record of the city just before the canal opened in 1914.
