The Miraflores Locks, on the Pacific side of the Panama Canal, were one of the three lock flights that lifted and lowered ships between the two oceans, and this view shows the upper level of that flight as it looked in 1913. The canal was still in its final construction phase that year, with the Americans who had taken over the project from the French in 1904 pushing toward completion. Theodore Roosevelt, who had championed the canal during his presidency, is the figure this board connects to the picture, and the work he set in motion was nearing its opening in 1914.
