A naval review with the Emperor aboard the cruiser Tsukuba places this picture at a formal display of Japanese sea power. Tsukuba was an armored cruiser built in Britain and commissioned by the Imperial Japanese Navy in 1907, and the Emperor's presence turned the event into a showcase for the fleet. The Bain News Service, a New York agency that distributed news photographs, made the glass negative, which suggests the image was meant for newspaper readers. The record is undated, and the title comes from unverified caption cards, so the exact occasion remains uncertain.
