Few details survive for this glass negative beyond its title, which describes flags being made at a navy yard. The picture belongs to the George Grantham Bain Collection, the body of work produced by the Bain News Service, a commercial photo agency that supplied newspapers with images from the early 1900s until the 1920s. Navy yards were major industrial sites where flags, uniforms and ship fittings were sewn and assembled, so the subject points to wartime or peacetime naval production. The Library of Congress notes that the title comes from unverified caption data, so the exact yard and date remain uncertain.
