This photograph shows Franklin D. Roosevelt from the waist up on the quarterdeck of a United States Navy ship, the aft deck where officers received guests and where ceremonies were often held. The record dates it to about 1943, with a question mark, so the exact occasion is uncertain. That year Roosevelt traveled widely to meet Allied leaders, and he was often photographed with naval crews, which made the Navy a prominent backdrop for his role as wartime commander in chief.
