Joseph Pennell's lithograph ties the war bond campaign to the shipyards, a link the title makes plain: "Provide the sinews of war" urges buyers to fund the effort at home. Pennell, an American printmaker known for his detailed views of industrial works, was a natural choice for a poster about shipbuilding. The Shipping Board's Emergency Fleet Corporation, which sponsored the print, was building merchant vessels in 1918 to replace ships lost to German submarine attacks. The poster shows how the Liberty Bonds the government sold during the war were meant to pay for the factories, materials, and workers that kept that production moving.
