The poster's headline puts a figure of 3,000,000 destitute Belgians at its center and urges readers not to let them starve, asking for support for a local fund. Germany's occupation of Belgium after the invasion of August 1914 had left much of the population without work or food, and British towns raised money through local committees to help them. The poster is signed "Hassall," most likely the illustrator John Hassall, whose bold, simple lettering made his wartime posters easy to read from a distance. It was printed in London by Crowther Goodman.
