Roosevelt is shown saying goodbye to William C. Bullitt, the diplomat chosen as the first United States ambassador to the Soviet Union. The send-off came in 1933, shortly after Washington established formal relations with Moscow, ending more than a decade of nonrecognition. Bullitt, a Philadelphian who had been a journalist and an adviser to Woodrow Wilson at the Paris Peace Conference, took on a post that proved difficult, since relations with Stalin's government were often strained. The photograph captures a public moment in a diplomatic shift with lasting weight.
