Hitchcock Hall stood on the grounds of the Government Hospital for the Insane, the federal institution in Washington that Congress founded in 1855 after Dorothea Dix campaigned for better care of people with mental illness. The National Photo Company, which documented the city extensively in the 1910s and early 1920s, recorded the campus while it still carried its original name, before it became St. Elizabeths in 1916. The glass plate shows streaks and blemishes from the gradual breakdown of its original coating, a reminder of how fragile these early negatives are.
