A color lithograph by J.S. Pughe, published as the cover of *Puck* on November 16, 1896, shows an aging, frail figure struggling to keep hold of the overseas territories she has long governed, here named as Cuba and the Philippines. By late 1896, Cuban insurgents had been fighting Spanish rule since 1895, and Gen. Valeriano Weyler's harsh reconcentration policy drew heavy coverage in American newspapers. The Philippine revolution against Spain had also broken out that August, so the cartoon captures a moment when Spain's empire seemed to be slipping on two fronts. *Puck*, a weekly satirical magazine, used covers like this one to comment on current events.
