The title is a jab at the Axis powers: "and they said our system was crumbling!" The poster sets American democracy and private enterprise against the authoritarian states of the early 1940s, and its subject tags point to statues of Benito Mussolini, the Italian dictator whose government collapsed in July 1943. Printed around 1943 by Kelly-Read & Co. of Rochester, New York, for the Thinkamerican Institute, it belongs to a wave of home-front posters that linked free enterprise and industrial output to the war effort. Such images were meant to reassure Americans that their economic system was a source of strength while the country mobilized.
