Few posters from the period name a federal division outright, and this one announces the Division of Women's and Professional Projects of the Works Progress Administration, a unit that employed women and white-collar workers during the Depression. The Federal Art Project sponsored the work, and its silkscreen process let artists produce bright, inexpensive posters in quantity to promote exhibitions and programs. The subject line points to art exhibitions in Washington, D.C., during the 1930s, when federal art programs were making public art shows a regular part of city life. The 1938 date stamped on the back shows the sheet was still in circulation or storage well after it was first printed.
