Here the joke lives in the title: a casual, almost apologetic "I'm merely withdrawing my Congo support," aimed at Charles de Gaulle, whose French government kept its distance from United Nations efforts in the Congo. The Congo had won independence from Belgium in June 1960, and within weeks Katanga had declared secession, drawing the UN, Cold War powers and former colonial rulers into the crisis. Bill Mauldin, a two-time Pulitzer Prize winner known for his World War II cartoons of the GIs Willie and Joe, drew this for the St. Louis Post-Dispatch, where it ran on March 31, 1961.
