The title on this glass negative names Herbert Hoover alongside an automobile, but that title is unverified, so the car and the occasion remain uncertain. Hoover was prominent in 1916 and 1917, leading wartime relief work for Belgium and then food conservation efforts in Washington. The National Photo Company, a Washington studio that recorded public figures and city life, produced negatives like this one in large numbers. The streaks and blemishes on the plate come from natural deterioration of its original coatings, a common condition in glass negatives of this age.
