The name on this glass negative, Herbert Hoover, comes from notes the National Photo Company wrote on the plate or its sleeve, and it has not been independently verified. The estimated date of 1910 to 1920 places the plate in the years when Hoover moved from leading American relief work in Belgium to directing the U.S. Food Administration during World War I. The streaks and blemishes across the surface come from the natural deterioration of the original coatings, so they reflect the plate's age rather than anything in the scene.
