The sitter here is William J. Burns, whose name is written on the negative sleeve in the National Photo Company's hand and recorded as an unverified title. Burns was a well-known private detective who built a large investigation agency, and in the early 1920s he headed the federal Bureau of Investigation, a predecessor of the FBI. The National Photo Company made portraits and news pictures of public figures in Washington, which makes this 1924 negative a useful record of the period. Viewers should notice the streaks and blemishes in the glass, which come from the deterioration of the original coatings.
