The photograph shows the Wabash Railroad bridge at Hannibal, Missouri, where a draw span was being altered on September 5, 1913. The draw is the movable section that lets river traffic pass, so work on it mattered to steamboat operators and to the railroad that depended on the crossing. The Hannibal bridge had a famous earlier history: in 1869 the steamboat Effie Afton struck one of its piers, and the resulting lawsuits helped shape how courts balanced rail crossings against river navigation on the Mississippi.
