Three men stand on a flight of steps in front of a building whose name and location the record does not give, so the scene's setting has to be read from the figures and the steps themselves. The date, March 29, 1921, comes from notes the National Photo Company wrote on the negative or its sleeve, and the Library has not verified it. The company worked in Washington, D.C., from about 1900 into the 1930s, producing a large body of street, building, and public-life views. Herbert A. French gave this glass negative in 1947, and its streaks and blemishes come from the natural deterioration of the original coating.
