Uniformed men stand together on a flight of steps during a ceremony, but the record does not identify them or the occasion. The picture survives as a glass negative from 1923, a date assigned from other negatives in the same range because the title was supplied by Library staff. It belongs to the National Photo Company collection, a body of work made largely in Washington, D.C., in the early twentieth century, when the firm recorded city life, official events and public occasions. Streaks and blemishes visible on the plate come from deterioration in its original coating, which softens some areas of the image.
