Relief workers set up this camp in the days after the May 31, 1889, flood that tore through the Conemaugh Valley when the South Fork Dam gave way above Johnstown. The water killed roughly 2,200 people and swept away much of the town's housing and industry, so tents and makeshift shelters like these were needed for survivors, volunteers and the many workers who came to help with cleanup and burials. The photograph is credited to Ernest Walter Histed, whose record of the aftermath offers a rare look at how the community organized its response in the flood's first weeks.
