Herblock's cartoon, dated around August 10, 1990, pairs Saddam Hussein with oil cans, the central symbols of its argument about fuel supply. Iraq had invaded Kuwait on August 2, 1990, and the crisis quickly raised fears about oil flowing out of the Persian Gulf. The title, "Welcome to the post-cold-war era," reflects a common view at the time: with the Soviet threat fading, a regional conflict over oil had become a new test for the United States and its allies. Herblock, a longtime editorial cartoonist for *The Washington Post*, used drawings like this one to comment sharply on current events.
