Winona in 1889 sat on the Mississippi at the foot of its limestone bluffs, and its economy had grown well beyond the riverboat landing of earlier decades. The Chicago, Milwaukee and St. Paul Railway kept shops in the city, so trains and the men who repaired them shaped daily life as much as the river did. Mills and warehouses along the water handled freight moving by barge and rail car, while brick commercial blocks and church spires climbed the slopes behind the levee. Residents would have known Winona as a rail and milling town that was steadily building upward, with new houses pressing against the bluffs where the old river flats had once been.
