Two Black students stand at an exhibit in a library, a setting that shows how the National Youth Administration, the New Deal agency created in 1935, put young people to work in schools and public institutions. The NYA paid part-time wages to students so they could stay in school, and its Division of Negro Affairs, led by Mary McLeod Bethune, worked to extend those opportunities to Black youth, who had often been shut out of such aid. The photograph's date is uncertain, but it likely falls in the late 1930s, when the agency was at its height. It is worth noticing how the students are presented as capable participants in public learning rather than as subjects of charity.
