Aerial views of troops massed on a parade ground were a popular way to document military ceremony in the late 1930s, and this one shows a provisional division drawn up at Fort Sam Houston in San Antonio, Texas. The post, named for the Texas leader Sam Houston, has long been a home for Army units in the Southwest. In 1939 the Army was expanding as war grew more likely in Europe, and formal reviews like this one let commanders display their troops' discipline and readiness. The record for this photograph is thin, so the exact occasion and the units involved are not confirmed here.
