The image is a glass negative of Maj. Davis Elkins, one of the few Bain News Service portraits in this group that names its sitter by rank. Elkins was a son of Senator Stephen B. Elkins, whose family gave its name to the town of Elkins, West Virginia, and the rank in the title suggests the portrait was made for a news story about him. The record gives no date, so the exact occasion is unknown. Bain News Service, a New York photo agency that supplied pictures to newspapers in the early twentieth century, made many such portraits for quick publication, so the glass negative preserves the look of press photography from that era.
