Three men appear in this glass negative, and the caption names them as Gen. Leffett, Secretary Garrison and Gen. Wood. The secretary is most likely Lindley Garrison, who served as Secretary of War under Woodrow Wilson from 1913 to 1916. General Leonard Wood had led the Army as chief of staff before becoming a leading voice in the national preparedness debate. The Bain News Service, which supplied news photographs to newspapers, recorded its subjects on cards like this one, but the undated record leaves the occasion unknown, so the names should be read as the service's own caption.
