Dover, New Hampshire, in 1888 was the county seat of Strafford County, and its downtown streets, churches and public buildings were the everyday world of the people who lived there. In March of that year a severe blizzard buried much of New England and the Middle Atlantic states, halting trains and forcing towns like Dover to dig out for days. The autumn brought the national contest between Grover Cleveland and Benjamin Harrison, which local voters followed closely in their newspapers and at political meetings. Residents of the period would have known their city as a place where mill payrolls, church life and courthouse business all shaped one another.
