Herbert Hoover took the oath of office as the 31st president on March 4, 1929, after a landslide win over Al Smith the previous fall. The National Photo Company, a Washington studio, documented official life in the capital for decades, so its plates offer a working record of the period rather than a posed portrait. The title came from data written on the negative or its sleeve and has not been verified, so the exact scene is worth checking against the catalog notes. The streaks and blemishes visible on the glass come from natural deterioration of the original coating, and they show the age of the plate itself.
