The title, "Does Polly want a cracker?", treats William Jennings Bryan as a talking parrot angling for a reward. The drawing dates to December 1912, about a month after Woodrow Wilson won the presidential election, and *Puck* published it on January 15, 1913. Bryan had been the Democratic nominee for president three times, and Wilson named him secretary of state that March. Commentary cartoons of this era often used animal caricature and wordplay to comment on who was gaining or losing influence in the party.
